OBJECTIVES

  • Analyse and identify the strengths and weaknesses of FECCIWA at present as an organization (roles, responsibilities and missions of each organ, the General Assembly, the Executive Committee, the General Secretariat, and in particular the relations between the Executive Committee and the General Secretariat);
  • Analyse and identify the strengths and weaknesses of the organization related to the projects implemented by the General Secretariat;
  • Suggest ways to enhance the internal functioning of FECCIWA;
  • Accompany the review of the orientations of the current strategic action plan and help to identify future actions to be undertaken by the Fellowship after the transition period;
  • Create a remobilization strategy of all the actors, in particular local churches and Christian Councils, around the vision and the mission of FECCIWA.

EXPECTED RESULTS

 

  • A recommendations report is available to revitalize the association;
  • The coaching sessions are executed to redefine the work between the General Secretariat and the Executive organs on the one hand, and the Christian Councils and local churches, on the other hand;
  • Project leads are identified and baseline data collection initiated for the next three-year project;
  • A final report is available one month after the end of the exercise.

BUDGET

The consultant is invited to include an estimated budget with his proposal. Budgets will be evaluated on the basis of value for money.

 1- Background and justification

Created in 1994, the Fellowship of Christian Councils and Churches of West Africa (FECCIWA) is a regional organization with members in 13 countries: Benin, Burkina Faso, Ivory Coast, Gambia, Ghana, Guinea, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo. It aims to promote collaboration between Christian Councils and churches in the West African sub region.

Specifically, it is for FECCIWA to:

  • foster communion and the effective witness of our faith in our Lord and Saviour Jesus Christ among the Christian councils and churches in the sub region;
  • promote communion and cooperation between churches and allied Christian organizations by creating opportunities for Christians of different faiths to pray, plan and act together to fulfil their common calling to witness in words and deeds justice, truth and love;
  • Promote the participation of councils and churches in holistic development in the sub-region;
  • Undertake common action and service on behalf of churches and encourage cooperation among member churches;
  • Encourage the establishment of Christian councils in countries where they do not exist;
  • Engage in activities on behalf of its member churches that are integral to the worship, witness and service of the church.

According to the Constitution of FECCIWA, the General Assembly elects the Executive Committee every three years to manage the Institution. In this regard, a new team was elected in February 2017 and took office in April 2017. In addition, a new strategic action plan was adopted by the General Assembly, which covers the period 2017-2021.

Despite these provisions, FECCIWA is in a situation where its activities are still not visible to the members on the field and it struggles to realize its ambitions at the level of the coverage area of its members. It is as if FECCIWA's actions are not supported enough by Christian Council and national churches.

For example, following the implementation of three food security projects under the campaign: "Grow What You Eat, Eat What You Grow" FECCIWA agreed with its main partner (BREAD FOR THE WORLD), to have a transition period during which deep reflections must be carried out on its efficiency and positioning. It is within this framework that BREAD FOR THE WORLD has agreed to finance this exercise, which should ultimately lead to a more dynamic and efficient organization, carrying the vision of the members that are Christian councils and local churches.

Clearly, it is to reorganize FECCIWA as an institution that brings the concerns, desires and development aspirations of Christian Councils and member churches to the regional level.

2- Objectives

General objective

Strengthen the institutional and organizational capacities of FECCIWA

Specific objectives

  • Identify and analyse the strengths and weaknesses of FECCIWA (roles, responsibilities and missions of each body, in particular the relations between the General Secretariat and the governance body;
  • Suggest ways of improvement to optimize the internal functioning of FECCIWA, (better visibility, increased relations with partnerships, improvement of living and working conditions of staff, improvement of the quality of relations with Christian councils and member churches, as well as with NGOs partner, better resource mobilization, improvement of the execution and management framework of projects, establishment of concrete and practical mechanism of monitoring and evaluation) ;
  • Accompany the review of the orientations of the current strategic action plan and help identify future actions to be taken by the Association after the transition period;
  • Create a remobilization strategy of all actors, including local churches, around the vision of FECCIWA.

3- Expected results

  • Progress notes and a general report including recommendations are available to revitalize the fellowship;

 4- Scope and Tasks

The Consultant must provide the following services:

1) In collaboration with the General Secretariat and Executive Comittee make a global and participative organizational evaluation of FECCIWA including the following relevant elements:

  • Governance, including the meetings of the Executive Committee and policies (the organization set up legally and its operating charter, the organization's requirements in 2018);
  • Operational management, annual cycle planning, systems and procedures, including administration, procurement, facilities and equipment;
  • Structural organization (documented descriptions, organization chart and job specifying each role and responsibilities, responsibilities and competencies, scope of authority);
  • Organization coordination and communication between FECCIWA and members organizations and the General Secretariat;
  • Human Resources Management - Recruitment, Planning, Compensation, Performance Management Policies and Processes (Work Plans, Staff meetings, Staff Assessment and Feedback, Staff Linkages, Sustainability and Development Plan, Training and professional perfection);
  • Financial management (authorizations, delegations, internal controls, audits).

2) Initiate small refresher sessions in application of the suggested areas for improvement;

3) Write progress notes on mission progress, including a progress note at the end of the diagnosis; a progress note on internal organization proposals; a progress note on the various brainstorming sessions / upgrades made; a progress note on future actions, a reference proposal for the next triennial project and a final report.

5- Methodology

The approach should be participatory with coaching technics and learning by doing.

The consultant should make the detailed proposal of his approach.

6- Profil

The assignment will be performed by a firm specializing in organizational development and/or management. This firm must be able to work in both English and French, languages spoken by FECCIWA members.

  • The main expert of the firm must be a specialist in Management or Organizational Development, BAC + 5 with an experience of at least 10 years;
  • Have experience working with NGOs and Ecumenical Development Services;
  • Have experience of working in West African countries;
  • Be bilingual (English / French).

7- Expressions of interest

Applicants are invited to submit technical and financial proposals as indicated below:

  • Technical proposal:
    • An understanding note of the ToR;
    • A methodological note that presents in a clear, precise and concise way the approach, the tools and the methods of intervention of this exercise;
    • A chronogram of interventions;
    • A presentation of the cabinet and relevant experiences for this assignment;
    • Detailed and signed CVs with key contacts who will lead this exercise.
  • Financial proposal
    • A list of unit prices showing all sub-items;
    • A detailed budget showing fixed and indicative costs, including travel expenses.

Expressions of interest that do not cover these requirements will not be considered.

8- Duration

The work will be done over a period of sixty (60) days spread over a period of two (02) months from the signing of the contract. Probable start date is 1st of March 2019.
